Helen Ho
Helen Ho, Ph.D. is the Research and Evaluation Manager at Chinese for Affirmative Action (CAA), where she leads a research agenda to support immigrant rights, racial justice, economic justice, and community safety. Her research uses qualitative and quantitative methods to document community needs and effective strategies to advance social justice. She holds a Ph.D. in Public Policy from Harvard University, where her research focused on the social and economic consequences of the criminal legal system and on improving working conditions.

Several municipalities in the U.S. now allow non-citizen immigrants to vote in local elections, a step that promotes civic participation and community belonging. This project will study how these voting rights affect civic inclusion among non-citizen residents in Hyattsville, MD, Beltsville, MD, and San Francisco, CA.
