Cheryl Kelly
Cheryl Kelly, PhD, is an investigator at the Institute for Health Research at Kaiser Permanente Colorado and director of the Partners in Evaluation & Research Center. Dr. Kelly is also faculty in the Department of Health Systems Science at the Kaiser Permanente School of Medicine. Her research portfolio is focused on evaluating the impact of natural experiments and community driven efforts designed to improve policies, systems, and environments that drive health disparities. Dr. Kelly’s projects incorporate multiple methods and interdisciplinary approaches to gather qualitative and quantitative data including web-based monitoring systems, direct observation of behaviors and environments, GIS mapping, concept mapping, policy analysis, partnership surveys, population surveys, qualitative interviews, focus groups, and sustainability assessments. Dr. Kelly earned her PhD in Public Health Sciences (emphasis in Behavioral Science) at Saint Louis University where she also completed her Master of Public Health degree.

Newly enacted Colorado HB1309, 1196, and 1201 require the Colorado Division of Housing to institute new regulations for manufactured housing parks and grants cities the authority to enact ordinances that support the safe and equitable operation of these communities.
