Achieving the American Dream: Evaluation of State-Level Policies to Improve Housing Security Among Low-Income Families and Help Mobile Home Communities Succeed

Overview 

This report assesses the effectiveness of state-level housing policies in Colorado designed to preserve affordable housing and improve housing security for low-income families in mobile home communities. It identifies several  problems and inefficiencies in the implementation process and evaluates the impact of these policies over time. 

Key Findings

• Increased Registration and Oversight: The policies have led to a higher registration rate of mobile home parks and have enhanced regulatory oversight of these communities. 
• Ongoing Challenges: Despite the improvements, significant issues remain, including unresolved complaints and violations, a pervasive fear of retaliation among residents, and difficulties in organizing community efforts. 

Implications for Policy and Practice 

The findings highlight the need for ongoing efforts to strengthen policy implementation, enhance enforcement mechanisms, and support community organizing to further improve housing security for mobile home park residents. The study suggests that while progress has been made, there is still much work to be done to ensure that these vulnerable communities can achieve long-term housing security.
